[Milsurplus] Any reason to Navy ID numbers

Been following this thread with interest since I find the Navy
designation system just as confusing as the next guy.
I have had this Navy receiver, partially crated, for about 10 years.

The tag says:
CHZ-60170
RF Monitor
Part of OCT-2 or OCT-3

It is obviously a receiver covering 1 to 26 mc in 4 bands.  The big meter
on the right hand side is labeled "Shift, cycles per second".  So it is
most likely a general coverage receiver with a built in RTTY converter?

Using John's equipment list to decode CHZ-60170:
Contractor, HaZeltine, 60 (power meter) number170

Ya gotta love this stuff!
