[Milsurplus] New item on the EGreed site, what the heck is it???

GA All, while doing my usual daily search on the Greed, I came across 
this item,
the number is  5718352324

and if you wanna save time, the whole url, unless it isn't permitted on

It purports to be a BC-773, but this is the first time I have heard of 
this animal, and was wondering if that is all there is, or is there a 
power supply or other control unit missing... the unit also looks beat, 
especially the meter, which looks like it is rusted internally.... Now, 
living in Upper Darby,
Bradford is not much of a stretch...........I just know nothing about 
this unit, and I thought I have seen about everything--hi-- I guess one 
always is learning......
