Could be. ARC rebranded Raytheon tubes for the early 1930s RUs. Opbiously,
ARC was not in the tube making biz.

I think there was a fair amount of outsourcing back in World War 2
(although I don't think that word had been invented yet). I have heard
that Western Electric farmed out quite a lot when things were tight.
