[Milsurplus] ARC-5 and other Docs

Hi All,

Not that I like to defend the bureaucrats, but remember that we also don't
like to pay to have this stuff stored.  The Library of Congress is one of
the places that at least one copy of all of these documents should have been
sent to for safe keeping, but they don't have the funding to even properly
take care of what they have.
