[Milsurplus] SEM 52A: green net, red net

It seems that all the SEM 52A that have been surplussed do have the 47.800
and 55.500 "red net" and "green net" channels.
Who knows more about these (probably NATO tactical) nets?
Were they intended for repeater (relay) use?
What happens if somone makes a short test on a pair of SEM 52A's on those
channels here in Europe?
I don't want a SIGINT helicopter orbiting right on my house ;-)
