That must have been a variable also.  My AAF Radio Facilities Chart from May 1944 shows a variety of frequencies.  As an example Sherman Field which must have been near Sedalia, MO. shows "AACS WYS guards 4495-4595".  Patterson Field near Dayton shows " AACS WYD guards 4495-4595-8200".

AACS WZR at Connellsville guards 3105-4240-4495-4595-6210. Landing Instructions on 4220

Kansas City shows VHF channels 116.1-128.18-140.1 Mcs Approach Control.  Tower replies to call from incoming aircraft on 359 Kcs.  yet they show 126.18 and 278 as Tower channels.  So in this incidence since they are talking to the incoming aircraft on 359, what was the purpose of the 278 frequency thats listed for "Tower"?  Was this for departures or general aircraft comms.  You wouldn't want to give landing instructions on one freq. and takeoff-taxi intructions on another MF channel i wouldn't think at least not in them days. 

Lots of variables.  I know when i started flying in 1959, a Piper Cub, there were no radios in it.  You relied on a light from the tower for takeoff clearance for example and followed procedures learned for landings. Watching traffic, watching for a red light from the tower in the event you didn't see someone they did and correct pattern flying.   First airplane i was in with radios was a Piper Tri-Pacer.  Last one was a Cessna 152 and it still had the MF radio in it and it worked.
