I don't know about his shipping practices except he always ships UPS Brown to me. I've bought perhaps 5 items from him. He has very rare stuff, not available elsewhere, always in a++ condition and packed very well. He may not want to deal with customs, which can be a PITA. His prices are high, but so it goes. He was smart enough to buy decades ago. I was not.
