I don't see a 2 and a 27, but I do see "sdeyano" or "sdelano", in 
English letters (can't make out that middle letter from your 
photo) then "v sssr". Probably something like "Product of 
USSR", but my Russian is a bit rusty.

The numbers around the diamond are 9, 83, OTK, and 1

Maybe your photo is of the "other" side of the tube?
