The T.O. that described the modification of the ARC-21 to the ARC-65 came out quite a bit earlier, in 1958.  The ARC-65 T.O. is also dated 1958.  The ARC-65 was pretty obsolete, technology-wise, by the mid-1960s.

For that matter, the more successful and modern Collins competitor (ARC-58) also came out in 1958.
