I'm told that the "10xx" code was invented to
compensate for the way the officers would use
their radios.  It appears they would key the
mic and start talking before the dynamotor got
up to speed.  "Four" or "Twenty Three" got
partially lost, so the code was changed to
"Ten Four" and Ten Twenty Three".  The "Ten"
didn't mean anything, just a filler.
