The ASQ-19 is the integrated navigation system of the F-4.  It includes UHF
comm, TACAN and IFF.  In this case nothing to do with anti-submarine gear.

MIL-HDBK 162A and B (United States Radar Equipment) sez the APN-89 was
designed to be used with the AN/ASB-4 bomb director set, not an ASQ-38.
Specs at http://members.cox.net/aaf-radio-4/APN-89.JPG.  All the ASQ-**
sets listed seem to be sonar related sets for antisubmarine warfare, so
unless they had joined the Navy, heh...
