Remember that the KGB had a whole division tasked with acquiring Western
technology. The idea was to acquire new technology examples and documents
and reverse engineer and copy the technology at home.  With the rapidity of
development of new technology, however, i wonder how much longer the USSR 
could have kept up  this frantic effort, if the economy had not collapsed, and
the population tired of the game, when they did.
