For many years, (I erected my first Rohn tower, using their specs. in
1956.) Rohn resisted providing any engineering information on
self-supporting applications of their n5 series towers.   One reason is
that it is almost impossible to predict all the force variables of doing
what you propose.  For one example, the exact relationship of the bracing
with respect to the top surface of the cement can make a great difference
in the overturning force necessary to bend the tower.  Even if you use
the recommended base section, the same observation applies, and that is
the reason Rohn only provided engineering specifications for bracketed
(or guyed) towers, and recommended their tapered towers for
self-supporting applications.  Given the present litigious climate, I
certainly would not attempt the shortcuts which hams got by with 20 or
more years ago, particularly if there is any public safety or insurance
aspect involved.  If this is in the middle of a 10 acre open field
inaccessible to anyone besides yourself, you might be safe.  Otherwise,
well...........
