Ray,

If you read 'way on down the screens, the owner says that it is engraved and 
filled.  But that still doesn't mean it was "official".  As Meir I think it 
was pointed out, that technique is available to quite a few "better connected" 
hams.  In days gone (long) past, I've done similar conversions to BC-221's.  
And once had a BC-342 that had been done that way.
