Remember, many of our restrictions were based on "what might be" as
judged by intelligence operatives on our side.  As it turns out, they
were right some of the time, missed some biggies, and got other biggies
right.  Expecting 0% error rate in that business is a little unrealistic.
 So, as always, hindsight is better than anything else.
