Never tried to check a VR tube on a tube tester.   Don't recall ever having 
one fail (unless I did something like dropping it on a cement floor).   You got 
me curious, though, so I went down and turned on my TV-2C/U.   Only VR tube 
handy was an 0C3 (VR-105) which checked out from cold just like the chart said 
with no flashing, sputtering or fuse blowing.   

Would seem your TV-2 is pushing way too much current through the tubes under 
test for some reason.   Took a quick look at the schematic but WOW, tough 
tracing anything through that maze of wiring and switches...
