Ray,

You appear to be missing a Model 564 Type 3C Voltmeter plus the Instruction
Book (which would tell you what's missing). Besides the various hookup leads
which don't appear to have had Weston Model numbers, the I-56-A consists of the
following Weston Model numbers:

564 Type 3C Volt-Ohmmeter
571 Type 3A Output Meter
665 Type 1 or Type 2 Set Analyzer with carrying case
666 Type 1B Socket Selector
666 Type 2 Capacity Unit
685 Type 2 Tube Checker
??? (test prod multiplier for the Model 564).

The Instruction book for the I-56-A is T.O. 08-10-26 (three editions that I
know of and the T.O. number was assigned after the last of them were printed,
so it is not actually on most of them). Later model sets were covered by TM
11-303, 11-309 and 11-321. It went at least through I-56-K, later models
consisting of Signal Corps nomenclatured components like the I-176 and I-177, which
aren't Weston commercial units. One of two I-56-A's that I bought had a Model
695 Type 11 (or it might be Type II) Output Meter.

The two small meters slide down into two of the three left-hand compartments
in the chest. From the photo, it appears that the compartments have been
plugged with something, maybe cardboard? They don't look as deep as in my two
chests.

The early instruction books include test settings for a number of pre-war
radio sets such as SCR-178, SCR-A*-183, BC-AA-191, BC-312 (no letter suffix
model), etc.

There were Navy versions of some of the units, which carry Navy Type numbers.
They are part of Model OE-(*) Radio Receiver Analyzing Equipment. I've seen
parts of OE-5 and OE-12.
