It looks like a shop tool and is part of the
ARC-5 repair bench.  There was an ARC-5 repair
bench in the shop I worked in during 1946 - 48.
The test equipment included racks for the
items being tested or repired to slide into.
There was a large meter panel attached to the back
of the bench.  A BC-211 was AC powered.  All the
inter cabling was also included.  We had a MPN-1
GCA at the time, and the ARC-5 repair equipment
came with it.
