More thoughts...
* If you are using crystal control, and the transmitter is tuned
off-resonance more than about 7%, you will not get adequate grid drive to
the 2E22 final, relay K-102 will not pick-up, and no output.  K-102 is a
protective relay used to drop the 2E22 screen voltage in absence of adequate
grid drive.

* Put the receiver in "NET," and see if you can hear the transmitter.
Depending on the model, the transmitter must be in "SEND" position to
provide B+ to the oscillator and driver.  If nothing heard, there is a
problem with the oscillator or driver.  Check the tubes first.
