I have already deleted earlier posts without reading some, but if you are
talking about a black  box roughly the size of a small shoebox, and full of
heavy relays, built by NRC Seattle, i also have this unit.  
Yes, there were 2 "Northern Radio"s, one in Seattle and one on the
East Coast. The Seattle outfit did not build any FSK keyers or  FSK
oscillators or rebuild communications receivers, they were in the
boat radio bizz.  This transmitter remote control unit is an anomaly 
among their products.
Also i think i recall seeing a Northern Radio boat radio on a Army
Corps of  Engineers tugboat at Seattle's Sand Point NAS in  1961.
