Hi Otis:
The PRC-1099 is patterned after the PRC-25 & PRC-77 radios.
The POWER connector on the front panel of a PRC-25 is just that,
It has two jumpers, one for the 3 Volt battery and one for the 12 Volt battery.
The PRC-77 does not use the 3 Volt battery and so only has a jumper for the "12 Volt" battery.
You can power the radio by either installing the jumper plug or removing the jumper plug and powering the radio from the front panel.
I have been told that the PRC-1099 POWER connector is wired as follows, but have no way to confirm it. Note that a jumper from E to F is indicated as you mentioned. I have a new connector that mates with the POWER connector that I will sell for $15 and that includes an magnified diagram showing how the pins are lettered.

F: +12V batt
H : Data out
J : Tuner keyline
K : Clock
L : Remote tune

N : Amp alc

Thanks again for the help on my friend's 1099. He brought
it over, and it seems that the accessory plug - upper left side-
had been damaged, which prevents the plug being inserted into
the socket. Is this plug merely a dummy with two pins jumped?
I noticed that these pins E and F are shorted. It has been suggested
that these pins, shorted, might enables the battery to be used.
Any info?
