[Milsurplus] Oddball question

My Air Force Service Number, issued in early
Feb 1961 started out as AF147#####.
Somehow, I doubt that there were 14.7
million Air Force folks prior to my number,
but maybe it's possible.

All Air Force folks were Army until 1947 when
the Air Force became a separate service.

It would be interesting to know,
what poor GI was RA00000001 and
how high did they get before they switched
to SSNs.

If they kept the original system, when they reached
RA99999999, would they have started over again.

My original question was prompted by the serial
number on the cover of a 1945 manual, and whether
or not its presence would be any indication of date of
usage, but it appears the RA system was in use in
WWII and well after, so no clues there.
