Bell Labs headquarters was at Murray Hill, but their major facility
was at Holmdell and Crawford Hill.  Like a great many other companies
they did some contract work for the Army Signal Corps.  Bell Labs
was owned jointly by AT&T and Western Electric although Western
Electric was wholly owned by AT&T (?).  In the 50's the USAF was
building the Dew Line in northern Alaska and Canada.  The Signal
Corps had a vested interest in the supporting communications facilities
because they provided the civilian telephone and telegraph facilities
in Alaska.  (Yes, one paid their phone bill at a US Army Signal
Corps office downtown.)  Western Electric was prime
contractor for the Dew Line, so they would have an appearance at
Fort Monmouth.  During my career in US Army and USAF I've understood
that some brown-shoe types did the engineering at Fort Monmouth.
