Interesting question.  I had never paid much attention to 
this set. There aren't many of them around.

While it does have a family resemblence to the 
BC-312/314/342/344, it is crearly different in layout.

What it does look like is the original BC-224-A. (Sorry, 
can't find a link to the picture I have.) This radio was 
designed by RCA in the mid 1930's, and appears to be the 
begginning of the line.  It was heavily modified, at Signal 
Corp direction, to yield the BC-224-B.  The 224's were 
14-volt HF sets intended for aircraft use.  The 28-volt 
version is the familiar BC-348.

The big difference between the 224-A and 224-B was placing 
the RF and oscillator coils in separate removable shielded 
assemblies to ease service.  This modular design also 
appears in the BC-312 family.  Could it be that the larger 
VLF coils need for the BC-969 caused RCA to revert to the 
BC-224-A layout?
