Perfectly legal and moral to not sell Mil radio gear overseas. Many folks
just don't want the hassle of customs forms, dealing in foreign currency
etc. Just list it in the listing, and watch for foreign bidders who might
miss your caveat. If you have you own "personal" reasons for not wanting to
sell overseas, then it's your business. Personally, I've bot & sold lots of
radio gear overseas with only positive results. Not legal, moral, or
ethical to exclude someone in USA because you think they might not use the
product the way you like.
Options: Put the "offender" on your no-bid list, cancel the auction if he
bids, shill bid it yourself to overbid him. None of these things strike me
as very ethical, however. The ethical approach is to write the guy and tell
him you'd prefer he didn't bid on your auctions because of your concerns.
Probably not too friendly, but certainly ethical and direct. You might even
change your mind after talking to him.
In my humble opinion, to make ebay discussions on-topic for the news lists,
I offer a 10% discount to any list member if they win. Makes touting an
item to the list more kosher.....
