I got a big response from this list on my request for information on 
those "Navy" (turned out not to be Navy) receivers.

I now know that they are BOTH NEMS Clarke receivers, a 1302 and a 2501. 
 The 1302 was used, maybe, for Surveillance while the 2501 is a Doppler 
receiver that may have been used with a LF RADAR system probably in USN 
research.

I appreciate ALL the responses as they all helped to narrow it down to 
what Tom B reported and he even sent me a document on the 2501 
describing it.
