I think that's very true. The situation was quite different from the
situation in the Brit-Oz mandated islands, where you had a network
of sorts already in place, the plantation and mission radios.
The USA never expected the collapse so swiftly and totally of the Philippine Territory forces. Then
the Territory became a prime
Japanese colony.
