The version I got, from a Swede who was there, is that it took place,
by design, when the traffic would be lightest: Sunday morning. This
makes *much* more sense to me -- but then I work for a state highway
department, and we have to deal with such things all the time.

At a specified time, everyone pulled off the road, stopped, and       
changed sides. She didn't tell me how the side-changing was           
accomplished, and I didn't think to ask.
