[Milsurplus] Toggle switch conventions

Oh well, they drive on the wrong side of the road over there too, HI!.   
Actually, I lived in the UK for four years with switches going one way in my house 
in town and the other way at the American base where I worked.   Don't 
remember any problems either way.
