I'd be surprised if Scott A. Ferguson, the former chief of collections,
was a political appointee. Even tho his pay grade may have been fairly
high, I'd suspect that he was really a civil service employee, hired
through the competitive selection process.
In my quick Google search, I could not determine if Ferguson
was CS or not, but I'd be surprised if he, as a chief of collections
for an Air Force museum, would be a political appointee. I did not
see if he was still in the position, after the last presidential election,
which might also be an indication of whether or not he was an
appointee.
To place blame on everything within the military or the US government,
especially USG employees, on the Clinton administration, is patently
unfair. I believe you will find that corruption is party blind.
