I tend to think this is because of the slow moving Signal Corps in the
1920s. The U.S. Navy started to get HF in the 1920s, and by 1930, was
quite common (although yes, LF was king for some time). In contrast, the
Signal Corps sets of 1930-32 barely managed to get into the HF bands.
