GFE indeed usually means Government Furnished Equipment.  This happens
under any number of situations.  The 28405 is likely the company's FSCM,
or CAGE Code as it is now called.  Find the Defense Logistics Agency's
home page, go to the CAGE Code list and enter the number.  It may or may
not still be active, as many of those issued in the 50s (20,000 series)
were to companies now long gone.

Current CAGE Codes are like mine, 1UA99.
