Snap-On sells one.  I've had one of them for years.  We used safety wire on 
our pipeline inspection pigs, and Land Rover engines and axles used to use 
some of it.  But their version, instead of having a "T" hand has a round knob 
on the pull-to-twist mechanism.  Stores better in the tool box.  Also has a 
diagonal cutter behind the plier tips.  There is also a Chinese copy that 
sometimes turns up.  I have one of them as well.  Cheaper (price) and cheaper 
(quality).

And it does take longer to explain than to do - after you've done a few and 
learned to resist the urge to make "one more pull".  It's the starting over 
that takes time.  :-)  You can buy SS safety wire in one pound rolls in 
various wire diameters from most industrial nut and bolt suppliers.

spline.  You put the untwisted wire through the safety holes, even up the
ends, clamp the ends with the pliers and pull the "T" handle - this spins
the pliers and makes the neat twist - trim to length and turn back so sharp
ends are not exposed - you are all done - takes a lot longer to tell it than
to do it!
