Hi Ken,

Looks like a marine ssb transceiver.  Label says "SR Systems Scientific Radio 
Systems, Inc. Rochester, NY, USA  SR-240 SSB Transceiver."

Function Control indicates both upper & lower sideband, AM, CW and FSK.  Ten 
switch selectable channels.  May have been Navy but more likely commercial 
maritime use.  (I'm just guessing!)

I did a google search and Surplus Sales of Nebraska has quite a bit of gear 
from this company.  Sounds like they bought out what was available when the 
company closed.  They have high power amps and antenna tuners and power 
supplies as well as manuals.  They also refer to SR-200 and SR-240 and have 
the 150 Watt transmitter amplifier section (less input & output tuning 
circuits) which has 3 each 6146B tubes in the output and a 12BY7 driver and 
also a power supply for same.  Looks like good gear and may have been 
military of some sort including Navy.  One piece of gear mentions a 1.6 to 30 
MHz tuning range.
