[Milsurplus] SARAH?

I have a small aircraft-looking scope that is a bit of a mystery. I know 
there are a few aerospace guys on this list.

The scope is in a short 1/2 ATR black wrinkle box, with a 3 inch tube and 
just a few knobs - the most important having positions like "Short" 
"Fast" and "Homing". Two BNC connectors are labelled "STBD" and "PORT". 
The whole unit is called "SARAH Receiver", and has a NASA serial number. 
The thing was made by a small forgettable company in Tarrytown, NY (I 
live near Tarrytown, and these folks are long gone, apparently).

Ideas?
