Bob,

The short answer is "No".  If you look at some of the WW-II era dynamotors 
that were made in both 12/14 and 24/28 volt variants (like the DM-24/28, 
DM-34/36, etc.) you will see that the generator ends are the same but that 
the motor ends are not.  The 28 volt units have approximately twice as many 
commutator segments (and thus turns on the armature) and thinner brushes.  
There is a jury-rig method that will make a 28 volt machine run for a while 
on 14 volts.  It involves relocating one of the brushes 90+ degrees.  I think 
it is the negative brush 90+ degrees in the direction of rotation, but the 
only one that I ever did was done about 40 years ago!  However, holding the 
brush rigidly and accurately requires better technique than the way I did it. 
 About all that I can say is that it did start and run.
