If we are thinking about the harmonic energy 
present in the output,
I think the use of a non-reactive load will 
allow a spec analyzer to indicate the harmonic energy available
in the output irrespective of the intended antenna.

If we are speaking of the actual energy radiated,
a model antenna and field strength measurements
outside the near field are needed. 
 For example-  The ARC-type-12 transmitters double in the final.
There is a strong 0.5Fo component in the output 
when feed to a non-reactive load.  
The antennas designed 
for use with this transmitter- nonresonant on 0.5Fo-
attenuated the radiation of this energy sufficiently
to met the standards of the time.
