[Milsurplus] Rota CDAA antenna removal

The Rota CDAA site was to support SSBN submarines. These subs, at one time,
carried a HF transmitting buoy. In case the submarine was sunk, this buoy
would be launched with an appropriate message. These DF sites would
determine the location of the buoy. I do not think that the buoy is used
any more and without the buoy, the receiving site is no longer needed.
