Symptoms as described sound like something I ran into with a Heathkit SB-300 
receiver.   Problem turned out to be with the spring wiper which grounds the 
rotor shaft on the PTO tuning capacitor.   Cleaning the contact surfaces and 
inceasing the wiper pressure cured the problem.
