Congratulations on getting a real nice piece of equipment.
However, the ART-13 doesn't need any modifications to operate and use - it
works great the way it was designed and built. Besides, modifications will
render a valuable (and dwindling in numbers) piece of technological and
military history valueless. Besides, it was manufactured by Collins.
 The autotune is not what autotune means in modern equipment: in the ART-13
it simply means that the motorized frequency setting and tuning controls can
be preset to "memorize" 10 settings   - "channels"  -  so changing
frequencies between these presets doesn't require retuning manually.
To power it up you'll need a 24-28 V DC power source and the original DY-17
dynamotor or a homebrew AC power supply providing 28 VDC for the relays,
filaments  and autotune motor and 400 VDC and around 1100 VDC.
