Yes and yes.  Used with BC-942-A and BC-950-A SCR-247-N VHF receiver and 
transmitter respectively.  I've never had either but I've seen peectures.  Like 
some of the later AN/ARC-5 control boxes, it controled two MF/HF and one VHF 
receiver.
