I believe the transmitters were mounted behind the pilot"s chair in the You Too.

I can think of several reasons for the Air force to install ARC-5 equipment
in the U-2
1) They were so pleased with the performance of these sets during WW2 that
they decided to continue using them in the U-2
2) They figure that because of their rather basic design they would be less
vulnerable to radiation damage.
3) They figure that if the plane were to fall in enemy hands, they would not
learn too much from that technology.
    Unfortunatelly the person that did the installation (or rather the cut
and paste job) was not too familiar with the equipment and installed two
receivers with one transmitter control box. Oops.
