The first J-Pole I ever saw.  USAF in Germany 1945.  
The connector is the standard Bendix for the 522.
This one may have been snipped a bit.  It slipped into
the top of a hollow three-section non-metalic mast. 
Ours came with the SCS-51 ILS, and used to communicate
from the markers back to the tower or whatever.  Every
one else who needed VHF used a 522 and the stub antenna
off an airplane.  I don't remember anyone thinking to
place a counterpoise under the stub...       73  Clete
