As the proud owner of one of these myself, I can say "I Dunno".

The coax connector is not a British type, but the old style US type (i 
forget the name) found on some early radar gear and the YG series of 
homing beacons.

My guess is that it is some sort of test antenna - it is not heavy duty 
enough for field use.
