When the filament / heater voltage is too low to support emission, or relays won't 
operate or key.  My guess is about 70% of rated voltage.  Typically, relays will pick-
up at about 70-80% of rated voltage.  Drop-out is a bit lower, perhaps 50% for an ac 
relay, and dc relays may go much lower.
