[Milsurplus] BC-614 id help

It is a BC-614-D.  Thanks to Bob Richmond, Henri-Paul F6FED and Jim WB2FCN,
for identification and noting that it was part of the SCR-299-C system.  Jim
furnished a schematic and unit pictures.
