Ken,

You can get rivet setting tools for hollow rivets at McMaster.com.  They look 
like hand punches.  Unfortunately, one size only fits one size (diameter) of 
rivet and they are almost $40 each.  However, I think you will find that most 
of the rivets you are talking of removing are all the same size.  You will 
have to make the backing tool to fit the application.  I usually use a ball mill 
of the appropriate diameter to more or less match the rivet head curvature.

McMaster also has some rivets.
