[Milsurplus] Down awaiting...?

Gang:

Seeing Marty's latest tag line (Unservicable but Repairable) reminds me
of an event a while back.  We were used to seeing "Down Awaiting Parts"
tags everywhere, but then we were at a site where we ran into a shelf
full of: "Down Awaiting Repair" and a bunch of techs sitting around doing
nothing but drinking coffee all day.  So, searching for the EMO to find
out what in blazes was going on, we asked the CT3 sitting outside his
office: "Where's the EMO?"  That elicited the stunning response: "What's
an EMO?".  Then we knew for sure that the site was really in deep
doo-doo.

Providentally, site now closed thanks to BRAC.
