That's what i first thought, 40 some years ago when i saw the ham rig
of the brother of a high school friend. It was an Ameco AC-1 modulated
by the audio amp out of some old home entertainment thing. The Ameco
is a one tube crystal transmitter. But, i think we're talking about a deviation
here in tens of cycles, not kHz. It works, and without problems.
The US military didn't go for that hookup in WW2, but there are a number
of Japanese transmtters, both land portable and aircraft, that used the
modulated crystal-oscillator idea. 
I am not talking about modulated self-excited oscillators ( free running ), 
that's another story altogether. But i note the USA had one HF modulated
vfo type transmitter througout WW2, in the 837-tube model TBX.  I have 
one of these the former owner used just like that on 80 meters. I asked him
if it caused any ruckus, problems, or comments, and he said no.
