Thoe are actually orders, not contracts. One contract can have many 
orders. Signal Corps contracts look like "W28-099-ac-232", and are 
generally not found on the equipment (sometimes developemental or early 
stuff with the T series "tenative" nomenclatures have it).

Still, your idea of the buildup seems quite valid.
